Communications Regulation

Programs that are responsible for developing telecommunications policy at provincial or national levels and/or for regulating intraprovincial, interprovincial and foreign communication by means of radio, television, wire, cable and satellite as well as the new forms of communication including voice, data, image graphics and full motion video made possible by the emerging broadband telecommunications platform. Responsibilities include allocating bands of frequencies to individual stations; licensing and regulating stations and operators; regulating common carriers in intraprovincial, interprovincial and foreign communications by telegraph, telephone or satellite; and overseeing the development and utilization of a broadband telecommunications platform.

Literacy Programs

Programs that provide instruction in reading, writing and comprehension for individuals of all ages who are unable to read or write at a functional level. Some programs may include basic training in speaking, numeracy/mathematics and problem solving skills, so that trainees can become self sufficient and function well in society.
