Programs that assist in filing applications by Canadian citizens and permanent residents living in Canada, age 18 years and older, to sponsor close relatives or family members who want to become permanent residents of Canada. Sponsors must promise to financially support the relative or family member and their accompanying family members for a period of three to 10 years to help them settle in Canada. Family class sponsorship can apply to parents and grandparents; dependent children, including adopted children; or brothers, sisters, nephews, nieces or grandchildren who are orphans under the age of 18 and not married or in a common-law relationship. Sponsorship may also include a spouse or common-law partner if they are living in a bona fide or genuine relationship (this provision also accepts the validity of same-sex civil marriages).

Programs that hear and issue final decisions regarding appeals that relate to refused sponsorship applications and removal orders. The Immigration Division is the administrative tribunal that is responsible for following the terms and conditions of the Immigration and Refugee Protection Act and conducting admissibility hearings for categories of people believed to be inadmissible to, or removable from, Canada.

Programs that assist individuals who want to apply for Permanent Resident (PR) cards. Permanent residents are persons who have the legal right to live and work in Canada but have not yet obtained citizenship. These identification cards are the documents that provide the "proof of legal immigration status" required by permanent residents seeking to re-enter Canada on a commercial carrier (airplane, boat, train or bus). The requirement to show the card does not apply if a permanent resident is entering Canada by private vehicle. A permanent resident needing to travel abroad for any reason requires a PR card to return to Canada. Children of permanent residents do not require a PR card if they were born in Canada. Refugee claimants who have not been granted permanent resident status cannot obtain a PR card.

Programs that assist in filing applications by individuals who want to immigrate to Canada as skilled workers. The immigration process for the skilled worker class is based on a points system that assesses six factors including education, proficiency in official languages, relevant professional experience, age, the availability of arranged employment in Canada, and adaptability. Preference is given to certain employment sectors while experience in other restricted employment sectors cannot be counted. Applications must also contain information on the immediate family who are eligible for permanent residency status if the application is successful. Depending on the circumstances of the individual, immigrants in this classification may eventually become eligible for Canadian citizenship.
