  • Acted within legal authority
  • Applied rules, policies, and by‑laws appropriately

What They Can Investigate

  • Decisions made without authority
  • Failure to follow proper procedures
  • Actions contrary to rules/by‑laws
  • Failure to take required action

What They Cannot Investigate

  • Issues that have a court/tribunal appeal process
  • Complaints not first submitted through the municipality/region’s internal complaint system
  • Legal advice to the City/Region
  • Policing, councillor conduct, or closed meetings
  • Anonymous, frivolous, or vexatious complaints
