Description (Service)

Transport Canada's Office of Boating Safety is responsible for overseeing regulations, standards and policies, enforcement and technical services for recreational vessels 
 
PLEASURE CRAFT LICENSE: 
Every pleasure craft must have a Pleasure Craft Licence, with the following exceptions:

  • a pleasure craft using a motor with less than 10 horsepower (7.5 kW)
  • a pleasure craft that has a vessel registration

PROOF OF COMPETENCY: 
Everyone who operates a motorized pleasure craft must carry proof of competency on board

  • required in all of Canada, except the waters of Nunavut and Northwest Territories
  • required with all motor types (including electric trolling motors) and even when the motor is not in use (such as when sailing)

Proof of competency can be any of the following:

  • Pleasure Craft Operator Card (PCOC)
  • certificate from a Canadian boating safety course completed before April 1, 1999
  • professional marine certificate or equivalent from the List of Certificates of Competency, Training Certificates and other Equivalencies accepted as Proof of Competency when Operating a Pleasure Craft 
  • completed Rental Boat Safety Checklist, good only for the rental period
  • for a visitor to Canada, an operator card or other document that meets the requirements of his or her home state or country
